In Sept 2018, the trans-man was denied by the Department of Population Registration a change of birth certificate and gender marker change in the personal identification number. The personal identification number in Kyrgyzstan is gendered - 1 - means a woman and 2 means a man. Moreover, the head of the department spoke orally about the requirement of surgical correction of the genitals.
